Stabilizing features of transfers allocated to the Russian regions from the Federal budget

Abstract:
This publication provides research on the stabilizing effects of the federal financial assistance to the regions of the Russian Federation. Review of the foreign empirical studies revealed key issues of the implementation of econometric evaluation of stabilizing features of interbudgetary transfers. It comes up with main econometric approaches to the analysis of stabilizing effect on the back of panel and object-to-object data. In the context of the implementation of econometric calculations of stabilizing features of the system of provision of the federal financial assistance to subnational budgets for the period of 2001–2015, the authors draw conclusion that there is a partial stabilizing effect of the federal center on the tax revenues of the regional budgets.
