Abstract: Приняты поправки к Налоговому кодексу РФ, которые с 1 апреля 2023 г. ограничат дисконт на российскую нефть марки Urals по отношению к North Sea Dated для расчета нефтяных налогов. По нашим оценкам, изменение может принести в бюджет в 2023 г. дополнительно около 640 млрд руб. Однако механизм, заложенный в поправки, содержит риск возникновения «ручного» регулирования параметров налогообложения в нефтяной отрасли при резком изменении стоимости нефти на мировом рынке.
