Abstract: The paper deals with transportation system models (TSMs) on behalf of methods for risk reduction in urban areas. As far as urban transport networks are concerned, further development of models is necessary in order to capture the potentialities of emerging information and communication technologies (e-ICTs) in providing valuable information about the evolution of a transportation network during an evacuation. A new learning process structure has been proposed to take into account how the path costs (disutilities) in ordinary and emergency conditions will be perceived and updated by the users. The data provided by emerging ICT allow for the incorporation of dynamics inside the network model, concerning the update of information provided by the internet of things and big data.
