China as the New Colonial Power in Africa? Disputed Strategies of Securing Resources

Abstract: In January 2007 Chinese President Hu Jintao went on an eight-nation tour to Africa, visiting Cameroon, Liberia, Sudan, Zambia, Namibia, Mozambique, South Africa und the Seychelles. He signed a large number of agreements on economic cooperation and unveiled a new aid package for these African countries. It was already the third time for Hu to visit Africa in his capacity of state president and a follow up to the Beijing Summit of the Forum on China-Africa Cooperation (FOCAC) held in November 2006. His visits aimed at underlining the importance of Africa to the Chinese political leadership and to reassure that China will be a responsible partner and friend, not a new coloniser. However, China s emerging role as a development partner offering alternative channels for economic aid has let to controversy among DAC-donors (Development Assistance Committee) in the media.
