China's Defence White Papers - A Different Perspective on the Peaceful Rise

Abstract: China s defence doctrine, which is declared in its white papers on national defence, indicates the PRC s strategic planning and its progress in capacity building. While China s foreign-policy initiatives and engagement in international relations are perceived as being increasingly constructive, Beijing s defence papers offer a different view one of a considerably assertive China. The government of the People s Republic demands capability building in order to be able to win wars and is calling on the PLA not only to develop its defensive capacity, but also its readiness to go on the offensive. China will have to explain this strong military language and build-up of forces and equipment to the international community and especially to its neighbours.
