The Impact of Western Human Rights Policies on the Human Rights Situation in China

Abstract: This article analyses the human rights policies of Western governments towards the People’s Republic of China from the Tiananmen massacre in 1989 until now, with a special focus being put on those of the United States and the European Union. The Western governments have departed from a more aggressive human rights policy using instruments like sanctions and resolutions critical of China in the UN Human Rights Commission and have now adopted a more co-operative policy involving dialogue as their main tool of diplomacy. Despite this, however, the Western human rights policies have only enjoyed limited success; the overall human rights situation in China has hardly improved at all. The Western policies have only pushed the People’s Republic towards greater co-operation on the international stage and into signing the two core human rights treaties.
