Abstract:
There is a high concentration of resources in low-productivity micro-firms in many sectors of the Portuguese economy. Such allocation of resources – briefly described in this article – is detri-mental to aggregate productivity (which, in the context of the OECD economies, is relatively low). This article discusses factors that disincentivise firm growth and thus limit the channelling of available resources to firms that are, in relative terms, more productive. These factors include inter alia size-dependent regulations and policies, poor efficiency of the judicial system, and low levels of managerial human capital.
