Abstract: Throughout history, the world had faced many conflicts revolving around natural resources. Today though, states and multi-national corporations have been doing calculations to take a piece of a quite different resource: the data produced by the ICT equipment and services. Since the beginning of the third wave of the Industrial Revolution, data has been in the spotlight of political, economic, social, and ideological debates. In this study, data, a crucial power resource that helps us understand the digital world we live in, and its importance to the international political economic perspective questioned, examined and studied with the help of Joseph Nye’s “soft power” terminology. In the last chapter, information fiduciary concept related to data privacy, data governance, and the control of data flows surveyed lightly to better understand the importance of information technologies' role in the complex relations between states, corporations, and individuals.
