Abstract:
This paper suggests criteria for an optimal higher education admissions policy that minimises attrition among students. Furthermore, it is shown that such an admissions policy leads to more high school students choosing courses that increase the likelihood of successfully completing a higher educational course. The paper also considers the high school students' decisions when choosing among the various course packages.
