Abstract:
The principle of a »right and obligation« to participate in activation programmes in job search was introduced into Danish labour market policy in 1995. The main purpose of an activation period with a »right and duty« to participate was to motivate the unemployed to seek regular employment on their own initiative. Using a duration- model framework, this paper analyses whether measures to promote such activa - tion introduced during the period 1996-1998 have affected rates of transition from unemployment to employment. The data used in the analysis is a unique register-based data set called DREAM developed by the Danish Ministry of Labour. The main finding is that a motivational effect does exist; that is, the activation period positively affects transition rates – even before the activation period starts.
