Economic Programming in the European Community Countries (1962-1967): Elements for a Comparison

Abstract: This essay retraces the design stage of the first European joint programme, from the early 1962 draft to its final version in 1967 known as The First Medium-Term Economic Policy Programme. The aim is to piece together the different aspects of the Community programme, focusing on the opposing motives that on the one hand prompted its creation, and on the other presented a series of difficulties that seriously obstructed its achievement. The survey is accompanied by a parallel analysis of the national planning processes within the main member States. This twofold pathway allows a comparative enquiry into the behaviour of the various countries and also into the interaction between such countries and the community, highlighting the fairly meagre significance of the European plan as an instrument for co-ordinating national policies and thus for convergence among the economies.
