The Role of Agency and Health Care Skills before Pandemic and in the Era Post-COVID-19: Global Expert Discourse

Abstract:
This issue considers global expert agenda in the field of skills development. The main emphasis is placed on possible changes caused by coronavirus pandemic. Acknowledging high relevance of “soft skills”, we focus on the more specific (and partially intersecting with the abovementioned category) type of skills, which are of prime importance in the context of pandemic and its anticipated consequences. These are “agency” skills (capability to proactively deal with social reality) and health care skills. This paper analyzes 25 reports of the leading international organizations (s. a. OECD, World Bank, UNESCO) and think tanks (s. a. Future Science Platforms, Data Science Platform), which have been published over the past eight years. - Before coronavirus pandemic health care skills and competencies associated with proactive interaction with social environment (“agency” skills), received insufficient attention in the expert discourse. - Under present circumstances, it is necessary to revise approaches to classifying the key competencies and to focus on those which can help students to adjust to global changes and challenges caused by post-COVID-19 pandemic (including abovementioned types of skills).
