Monitoring of Education Markets and Organizations (MEMO), 2020, issue 2, 1-6

Abstract: This analytical note examines the scientific potential of the higher education sector. It presents the composition and dynamics of the organizations it includes, the volume and structure of Gross domestic expenditure on research and development (GERD) by sources of funding. Also it assesses the R&D personnel of the sector, including the level of education and the age of researchers. The indicators characterizing R&D machinery and equipment, material and technical resources, available for R&D personnel, are analyzed. The study is based on the results of the annual federal statistical survey on scientific research and development in Russia, conducted by Federal State Statistic Service. Around 10% of the resources of Russian science are concentrated in the sector of higher education: 9.4% of the personnel engaged in research and development, including 12.8% of researchers, 9.7% of GERD, 9.8% of machinery and equipment. The higher education sector is characterized by a high level of qualification of R&D personnel: the majority of employees (90.5%) have a higher education, over 60% have an academic degree. R&D fixed assets per one employee is higher in this sector than in other sectors of science.
