General and professional skills: what is in the focus of international expert discourse in the field of human capital

Abstract: This issue analyzes the international expert agenda on skills development in the context of modern socio-economic challenges. The thematic position of general and professional skills in the expert discourse is considered, substantive accents in the reports are highlighted. We also analyzed the main stakeholders in the development and measurement of skills. The most visible and cited reports published in 2013-2020 by international organizations in the field of socio-economic development were selected for analysis (total of 33 reports). - despite the theoretically and practically grounded demand for the development of professional skills, modern international expert discourse focuses mainly on general skills; limited attention is paid to the professional ones. - the discussion on digital skills also has focus on general skills; and professional digital skills imply a wider field of application than professional "non-digital", thus, the concepts of general and specific human capital partially converge here. - current trends in the field of economic development and the resulting requirements for human capital raise the issue of the importance of the availability of information about skills and the possibilities of their measurement and development, not only at the level of educational or industrial organizations, but also at the level of an individual.
