Satisfaction with working conditions and attractiveness of universities as the workplace for researchers

Abstract: The publication considers the attractiveness of higher education institutions for scientific personnel and for research activities in general. The role of the higher education sector in research and development (R&D) in Russia and abroad is analyzed. The main job characteristics of doctorate holders employed by Russian universities are considered. Among them: the share of permanent contracts, full or part-time employment, organizational commitment, the level of satisfaction with particular working conditions and work in general. Opportunities for the fulfillment of research potential in universities and other types of organizations (research institutes, industrial and service organizations) are compared. The higher education sector in Russia accounts for 25% of R&D organizations, but only for 8.2% of R&D personnel. The work of researchers in higher education institutions is characterized by less stable employment conditions (the share of temporary contracts and part-time employment is higher compared to other types of organizations). The vast majority (90.4%) of doctorate holders employed by Russian universities are generally satisfied with their work. Doctorate holders employed by higher education institutions have a positive perception of most of their work opportunities, but they believe that research institutes have more favorable conditions for realizing their research potential. To increase the attractiveness of universities for researchers, specific R&D policy measures must be taken to create more comfortable conditions for combining teaching and research activities, e.g. provide university researchers with career benefits, additional financial rewards and opportunities for more active participation in international scientific cooperation.
