Training and employment of students of secondary vocational education programs with health limitations and disabilities

Abstract: The paper is devoted to the problem of training and employment of vocational education and training (VET) students with special health needs and disability. It provides the data on availability of special equipment in the Russian VET schools and readiness of the teaching and training staff to realize inclusive education. Furthermore, it analyzes an issue of employment among graduates of VET with special health needs and disability. The study is based on data from the Federal Statistical Observation in the field of VET (2019), Monitoring of Education Markets and Organizations (2016-2017) and the Working Force Survey of the Federal State Statistics Service (2019). On average less than 50% of VET organizations are appropriately equipped for inclusive education (ramps, elevators, including specialized, etc.). Only about 10% of VET organizations have in staff special tutors for students with disabilities, who provide support, diagnostics, professional self-determination and development of individual educational programs. Employment of VET graduates with disabilities aged 18-39 years varies from 6 to 46% depending on the disability group. For comparison, 88% of workers without disabilities of the same age group and with the same level of education are employed. People with disabilities are more likely to work at home and on an individual basis.
