Abstract: The analytical materials focus on the problems of functioning and development of rural schools as a typical and at the same time a special institution in the national educational system. The focus is on inter-regional and intra-regional comparisons, heterogeneity of external and internal conditions (economic, natural, ethno-cultural, social), as well as comparison of urban and rural schools. The analysis uses data from Federal statistical observation, case studies of rural school network development, and sociological research. More than half of Russian schools are rural. Their number has halved over the past 20 years, but still exceeds the number of city schools. There is a great difference in the material and technical infrastructure of rural and urban schools. More than 15% of rural schools are not equipped with warm toilets. In some regions, this figure reaches 70%. Schools vary greatly by region. The results of the final state certification of 9 and 11 levels’ graduates show that rural educational organizations lag urban ones in terms of the quality of education. However, there are also successful rural schools because of the Priority National Project "Education” (Federal project "Modern school").
