Abstract: This volume is devoted to the problems of developing "agency". “Agency” (understood here as “proactive action”) is the element of human capital which currently raises attention from the international academic and expert community and becomes an essential goal for educational policy both on a global and local scale. Wide range of disciplines recognize the importance of the capacity for proactive action and its potential positive impact on the socioeconomic development. The interpretation of the “agency” concept is vague: neither in an interdisciplinary context nor (often) within the single discipline researchers have common understanding of the relating issues. Neither international nor Russian expert communities sufficiently take into account the academic findings on "agency", which the practical development in the field of educational policy (in particular, “agency” is not viewed as a competence).
