Practices of self-education among the adult population of Russia

Abstract: The issue is dedicated to the participation of the population aged 25 to 64 y.o. in informal learning activities and considers motivation, socio-demographic differences in the level of involvement and the dynamics of this indicator from 2015 to 2019. An empirical base for the period 2015–2017 is the data of the Monitoring of the Economics of Education and for 2019 – the Monitoring of Innovative Behavior of the Population. For the period from 2015 to 2019, the level of population involvement in in informal learning increased more than one and a half times. The most noticeable changes is observed in large cities and among people with higher education. The population aged 25–44 y.o. is more likely to be inclined to informal learning than the older generation. At the same time for the period 2015–2019 involvement in informal learning respondents aged 55-64 y.o. increased almost threefold, that indicates its gradual integration into the process lifelong learning. Despite the fact that personal motivation (interest) in self-education prevails over professional (career development), external factors still play a key role in the spread of informal learning practices: an increase in requirements for the qualifications of employees and changes in the labor market - stronger stimulus to improve skills. Human capital is one of the key assets for the social and economic development of countries [Brain, 2007]. In this context, lifelong learning (i.e. acquiring and improving skills and competencies throughout life in order to meet the dynamically changing requirements of the labor market) play an important role [Billett, 2018]. The involvement of the population in informal learning is one of the most important indicator for analyzing the socio-economic development of countries.
