Distance Education Infrastructure in Russian Universities: Monitoring Results

Abstract:
This information and analytical material are devoted to the results of monitoring the digital infrastructure of Russian universities and assessing its readiness during their transition to distance learning. A survey conducted by the Department of Information Technologies in Science and Higher Education of the Russian Federation of the Ministry of Science and Higher Education and of the Russian Federation together with the Laboratory for Digital Transformation of Education of the Institute of Education, National Research University Higher School of Economics on March 16-27, 2020, covered 580 public and private universities. A significant part of universities has a weak hardware infrastructure (40% of universities - in terms of communication channel performance and 45% - in terms of data processing and storage capabilities). They may be experiencing serious difficulties in providing mass access to digital resources of students, as well as deploying LMS-platforms and other complex information systems across the organization. 89% of university residences are connected to the Internet, where 96% of students and teachers live. More than half of the residences (56%) are served by commercial providers. 85% of universities reported using video conferencing and webinar services. However, an analysis of the information received showed that as of March 2020, only 44% of them had solutions that allow massively organizing synchronous learning in distance form. More than 88% of universities declared that they have LMS platforms, the actual functioning of these platforms for organizing educational activities was confirmed only in 45% of the organizations that submitted the data. In other cases, we are talking either about the formal existence of the system, or about the fragmentary or experimental use of LMS platforms.
