Abstract:
Started in the spring of 2020 the COVID-19 pandemic required measures to massively transition school education to remote mode. The publication presents a comparative analysis of the regional conditions necessary for providing high-quality online distance education, based on data from official Russian statistics, sociological surveys, and PISA’s international study of the quality of General education. In the context of the new coronavirus pandemic, about a quarter of Russian schoolchildren are at risk of being deprived of access to free compulsory General education guaranteed by the legislation of the Russian Federation. These are children from low-income (including large) families. The conditions for the organization of distance learning in rural schools are significantly worse than in urban. In 12% of rural schools, it will take up to two working days for a teacher to download lesson material from the Internet in video file format. More than half of teachers over the age of 60 do not use the Internet at all, and almost every fifth teacher in Russia does not have enough skills to work remotely.
