Readiness of European students of secondary vocational education organizations for learning in a digital environment

Abstract:
The paper analyzes data on digital competences of students of upper-secondary vocational programs in the European Union. It is based on the second wave of the survey on the use of ICT in education in EU (European Commission (2019) 2nd Survey of Schools: ICT in Education). The presented analysis allows estimating the level of digital competence of vocational education and training (VET) students preceding the transition to distance learning due to the COVID-19 pandemic. It covers responses from Belgium, Bulgaria, Czech Republic, Denmark, Germany, Estonia, Ireland, Greece, Spain, France, Croatia, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Hungary, Malta, Netherlands, Austria, Poland, Portugal, Romania, Slovenia, Slovakia, Finland, Sweden, Great Britain, as well as Norway, Iceland and Turkey. About 11 % of the European VET students had no access to a computer or laptop with Internet access outside schools in 2019. 43.6% of the EU VET students were unsure of their ability to participate in online learning programmes. Digital tools were most commonly used by the students for communication through mobile apps or social networks - 73 percent of the students used them every day or almost every day. At least 60% of the European VET students were confident in their basic digital skills: they were able to create texts, create presentations, and send files by e-mail.
