Monitoring of Education Markets and Organizations (MEMO), 2021, issue 15, 1-8

Abstract: In this issue the analysis of the average monthly wages of employees of educational institutions by category of teaching staff in 2013-2020 is carried out both for country and regional levels. The data used - the results of the federal statistical observation in the field of wages of certain categories of workers in the social sphere and science. The survey covers state and municipal organizations in the field of education. As a result of measures taken in pursuance of the decrees of the President of the Russian Federation of May 7, 2012 No. 597 and of June 1, 2012 No. 761, the salaries of teachers in nominal terms increased on average in the country by 1.3-2 times in 2018 in relation to the level of 2013 (depending on the category of workers). The ratio of teachers' salaries to the average has increased in all regions of the Russian Federation. By 2018, in all regions of the country, the target indicators set in the Decrees of the President of the Russian Federation were achieved by at least 90%. It is worth noting that real wages did not increase in all categories of teaching staff and not in all regions, which suggests that even the measures taken did not improve the well-being of some teaching staff. In 2019-2020. positive dynamics for the majority of the groups under consideration persisted, albeit with lower rates of growth in the level of wages. Along with the increase in the average salaries of teaching staff, the following trends were observed in the labor market. Firstly, the reduction in the number of certain categories of teaching staff, in particular, in higher education organizations. Secondly, a significant differentiation of wages across regions still exists: the level of wages of the same category of workers by region may differ by 3-5 times.
