Abstract: Development of all forms of organizations participating in the programs of pre-school education, training, upbringing and child care ensures that coverage of children under the age of three years by pre-school education widens, queues for entering pre-school institutions shorten, and, as a result, access to pre-school education becomes easier. However, the COVID-19 pandemic has impacted all fields of activities in our country. Existing circumstances are risk factors for territorial entities in the context of lower decision-making flexibility regarding early childhood education programs at the regional level. Anti-crisis agenda of government regulation is, at this point, one of the stages enabling shift to efficient response taking into account forecasts of ramifications of the crisis. The study shows different models of regional resource allocation policy and their application modes in order to increase inflow of children to pre-school education institutions (with reference to annual increase of the number of pupils under the age of three years up to the year 2022 within the national program) against the background of challenging demographic processes related to falling birth rates and need to overcome the pandemic. But one thing is for certain – positive results and long-term growth may not be assured other than by a comprehensive set of measures aimed at establishing, introducing, building and allocating resources with careful consideration of demand in early children development segment and with due regard to forecasting approaches in work planning. The study is based on sociological surveys of all participants of pre-school education (heads and teachers of nursery schools, as well as parents of nursery pupils) conducted within the frameworks of the Education Economics Monitoring by NRU HSE in 2020-2021, and analysis of statistic data on activities of organizations participating in the programs of pre-school education, training, upbringing and child care for children of early and pre-school age.
