Dynamics of the resource provision of the higher education system: implications for the investment opportunities of universities

Abstract: 2019 and 2020 have become milestones in the work of the Russian education system in general and higher education in particular. The digitalization of universities began even before the COVID-19 pandemic, but the latter has dramatically accelerated this process and required additional investment in the organization of distance and blended learning. Investment opportunities for universities in such a situation is a matter of maintaining the ability to function and compete in the short and medium term. In the information and analytical material based on the data of the Monitoring of the effectiveness of universities of the Ministry of Education and Science of Russia, as well as the data of statistical reporting in the form of VPO-2 and plans for the financial and economic activities of universities for 2018–2020. according to surveys within the framework of the Monitoring of the Economics of Education, an assessment of changes in the investment opportunities of universities is presented based on a comparison of the dynamics of their income with the dynamics of the largest item of expenditure - the remuneration of employees.
