Abstract: ICT technologies offer many new opportunities for communication, but with them come questions of accessibility of the digital environment, readiness to change of all participants in the scientific and educational processes, and the problem of digital inequality in both the infrastructure and in digital skills. This publication is devoted to the topic of digital communication between departments, faculty, and students in higher education institutions. Attention is paid to such necessary factors for effective digital communication as the provision of technical devices and ICT services; the development of a unified and secure information environment; actual practices of using such services, as well as staff and student attitudes towards digitalization. The research is based on the results of a survey of employees responsible for the implementation of ICT solutions at higher education institutions, as well as of users of relevant ICT services - students, faculty, heads of educational and scientific departments. In almost all surveyed organizations, there already exist basic technical capabilities for digital communication, and the advancement of a unified information environment and its security are increasingly becoming priorities in the development of higher education institutions. At the same time, successes in certain areas are combined with obvious gaps: ICT systems are integrated into only part of the processes, and in some cases entire groups of potential users, most often students, are excluded from the university's digital ecosystem. The electronic informational and educational environments have been created at many higher education institutions, but often serve only for the storage of uploaded materials. According to several indicators, there is a significant digital inequality between the leading, flagship, and other higher education institutions, as well as between Moscow and regional institutions. The leading universities have favorable technical conditions, and various ICT services and systems are used in all spheres of activity - educational, scientific, and administrative. Higher education institutions that are not considered leading or flagship universities often lack an electronic document management system and digital systems for managing project activities, and there is a shortage of software licenses. Digital communication is hampered by the low level of digital skills among both faculty and students. As a result, passive resistance to the introduction of new digital solutions is more common in these higher education institutions, which may exacerbate the existing digital inequality in the future. Despite all the difficulties noted, as well as the obvious imbalance in the development of certain areas of digital communication, ICT services are in high demand among staff and students, and the quality of the available services is rather positively assessed by them. There is considerable development potential in the organization of digital communication at higher education institutions.
