Abstract:
An analysis of academic autonomy and academic freedom in Russian universities is presented in this analytical bulletin. The focus of our analysis was the control of faculty academic performance, as well as decision-making on various university policies. Main results: Russian universities are characterized by a low level of development of the academic community. The role of faculty members in controlling academic activity, as well as in governance, is low. Thus, universities underexploit the potential of the academic community; Heads of department and senior administrators are the main agents evaluating both teaching and research activities of faculty. Colleagues from department are less likely participated in the process of evaluating academic performance; The role of students is important in evaluating faculty teaching performance, in admissions policies, and in determining curricular content; In admissions policies and in determining the content of academic programs since 2006, the role of administration has decreased significantly, while the role of students has increased significantly; Similar trends can be observed in private institutions, in branches, and in small higher education institutions as compared to state-owned, headquarters, and large higher education institutions correspondingly. In the first group of institutions the role of colleagues and heads of department is lower, and the role of senior administrators is higher; Leading universities are characterized by higher participation of external reviewers in the evaluation of research activities. In the leading universities faculty are more likely to observe that professional supervision and evaluation is done by colleagues from other higher education institutions and research institutes. In the leading universities the influence of employers on the policy of admission of students is significantly higher, and the role of the founder in the investment policy is lower; Higher education institutions have lower autonomy in the policy of pricing, policy of admission of students; Personnel policy and research policy are characterized by higher autonomy and collegiality.
