Skilled workers on the Russian labor market: supply and demand

Abstract:
This study examines demand and supply of skilled workers in the Russian labour market. It reports the dynamics of graduation rates among skilled workers and further analyses employment outcomes of recent graduates taking into account their professional groups, study majors and regions of residence. The paper also analyses educational levels of the individuals who occupy blue-collar jobs originally intended for skilled workers. The analysis is based on the data from the Labor Force Survey (2010-2019), the National Statistical Survey of Graduate Employment (2016), both conducted by the Russian Federal State Statistic Service (Rosstat), and statistical data from the Ministry of Enlightenment of the Russian Federation. • Diminishing interest of population as well as demographic trends resulted in a steady decline of student enrolment in training programs for skilled workers. • Though the employment rates of VET graduates in training programs of skilled workers is similar to that of other graduates of tertiary education. However, skilled workers tend to be frequently mismatched in terms of employment. • Graduates of higher education and mid-level vocational training programs make up for the lack of skilled workers in the labour market. • Skilled workers receive extremely low wages at the start of the career after graduation. Average wage amounts to 20-30 per cent of the average national wage.
