Transition to distance learning and telecommuting in university faculty evaluations

Abstract: This analytical report analyzes how teaching staff at Russian universities perceived the forced transition to the remote education in the context of the Covid-19 pandemic. The analysis is based on the data from the online survey of teaching staff at Russian universities, conducted by the HSE Center for Internal Monitoring in June 2021. 1707 teachers from 93 universities participated in the survey. The questions were related to the organization of the educational process, the difficulties faced by teaching staff, the evaluation of the readiness of universities and teachers to the changes that have occurred. • The results of the survey indicate that Russian universities were ready to switch to remote learning. Only about 20% of respondents reported about the unpreparedness of university administrative services and the teaching staff themselves to the changes that have occurred. • Most teachers evaluate the remote mode of teaching as more time consuming and less convenient. More than 80% of the respondents agreed that switching to the remote mode made their work harder, 70% noted the greater comfort of the face-to-face format for them personally and for students enrolled in their courses. • Most teachers (57%) believe that the current situation may lead to a decrease in the quality of higher education in the future.
