The dynamics of providers of digital educational resources and services during the period of schools transition to distance learning

Abstract: This analytical material is devoted to the results of monitoring the user’s attendance of providers of digital educational resources and services in 2020, including the period of schools’ transition to distance learning. The research was carried out by the Laboratory of Digital Transformation of Education from Institute of Education, National Research University Higher School of Economics in January - October 2020. The shares of providers, which give access to educational services did not change significantly in the period from January to October. The significant growth in digital user’s attendance was temporary, driven by the transition of schools to distance learning in March and April. The largest increase in user’s attendance was marked by the Moscow Electronic School (MES), the Russian Electronic School (RES) and Yandex.Uchebnik. They showed significant growth rates (compared to commercial providers) both in March-May and September-October, which is probably a consequence of the non-profit nature of their activities. During the first period of the pandemic (March - May) providers represented in the study gave free access to content for all users. In the second period (September - October) commercial providers were back to their own business models. Educational content providers, primarily due to non-profit solutions increased the share of user’s attendance (about 10%) in March-May compared to providers of digital exercises/assessments and maintain it both in the summer and during the second period of the pandemic. Significant increase in user’s attendance of digital educational resources provoked a serious overload of the technological infrastructure, including technical and methodological support for users, which required additional costs to increase the network capacity and support its systems. Already in June user’s attendance sharply decreased, and providers, perhaps, faced the problem of recoupment of capacities that were not in demand.
