Abstract: The newsletter provides an analysis of internal governance in Russian public universities, which are included in a complex system of rules, restrictions and incentives. The authors describe key characteristics of the conditions in Russian higher education - government regulation, new government projects to transform the management of universities, typical internal decision-making structures in universities. The management approaches of Russian universities are considered in the following three sections: decision-making structure, development strategies and priorities, and “good management” practices. The empirical basis for the analysis is a survey of university leaders and heads of research and educational departments of universities as part of the HSE Monitoring of education markets and organizations. The analysis is based on the comparison of three groups of universities - leading, middle, mass sectors - according to the Monitoring of the effectiveness of the activities of universities of the Ministry of Education and Science of Russia.
