Abstract:
The information bulletin discusses the specific features and development strategies of the divisions of Russian universities, focused primarily on R&D. They tend to enjoy greater autonomy in comparison to units involved mostly in teaching, which allows them to take an active position and use a range of approaches and tools to expand their competitive advantages. Empirically, the study is based on the survey of heads of university departments, conducted by HSE University within the framework of the "Monitoring of Education Markets and Organizations" in 2020–2021. With the survey results, the bulletin analyses the resources available for departments focused on R&D, their approaches to HR management, the use of digital technologies for research and everyday operations, and the partner networks they build within and outside their home universities.
