Abstract:
1986年から1995年の間に,わが国の社会保険保険料は大幅に引き上げられ,中でも国民年金の保険料はほとんど2倍,国民健康保険の保険料も4割近く引き上げられた.本論文では,この期間に実施された4回の「国民生活基礎調査」の世帯個票を用いて,この間の給与の改善を伴わない負担の増加が,源泉徴収の対象となっ ていない世帯の保険料の納付行動にどのような影響を及ぼしたかを分析した.本論文の分析結果は,源泉徴収の対象となっていない世帯では,社会保険は任意加入に近いものであったため,純収益率益の減少に伴って,かなり広範囲に社会保険からのドロップアウトが発生し,その傾向は若い世代ほど顕著である,という仮説と整合的 である.しかし同時に,被用者を対象とした分析結果によれば,源泉徴収制度も,社会保険料の引き上げや,あるいは労働市場の流動化によって,直接,間接に,大きな影響を受けつつあることを示している., Between 1986 and 1995, almost all Japanese social insurance fees were raised very substantially. Using four waves of the National Survey of Life conducted in this period, we have estimated whether or not the self-employed households changed their voluntary payment behavior regarding their social insurance fees. Given an almost 100% increase in the fees of National Pension and a 40% increase in National Health Insurance programs, our estimation suggests that their payment has not generally kept up with the increases in fees, and that a substantial proportion of the younger generation have dropped out of the social insurance system altogether.
