貨幣経済における世代重複モデルと消費税政策, On Consumption Tax Policy a Monetary Economy with Overlapping Generations

Abstract: 本稿では貨幣経済における Weil (1989) の世代重複モデルに焦点を当て,閉鎖経済での消費税率変更の消費量への影響に関して分析を行う.本稿の結論として,消費税率の上昇は平均消費量を減少させることが示された.具体的には,まず,消費税率の上昇は家計の実質貨幣保有量を増加させ,このことは以下の異なる二つの効果を持つことが示される.一つは貨幣保有量の 増加による機会費用の増加を通じて消費を減少させる効果であり,もう一つは貨幣保有量の増加を通じて資産効果として消費を拡大させる効果である.本稿において,非人的資産を持たない家計が次々と生誕するため,その下で成立する定常均衡において集計的な平均消費量は上記の資産効果の影響を強く受ける.このとき,消費税率 の増加は平均消費量を刺激し集計的な資本貯蓄を減少させ,結果として定常均衡における平均消費量を減少させることが示された., This paper investigates the effects of a consumption tax on per capita aggregate consumption with overlapping generations in a monetary economy. In the representative agent model, a consumption tax does not influence per capita aggregate consumption in the case of a completely inelastic supply of labor. In contrast, we find that the heterogeneity of economic agents has a crucial role in the neutrality of consumption taxation and increasing consumption tax rate lowers per capita aggregate consumption.
