Efficiency of IEC Technical Committee Secretaries

Abstract: The standards published by the International Electrotechnical Commission (IEC) are very technical. Most of its technical committees (TCs) and subcommittees (SCs) have ôhonoraryö secretaries, that is technical experts rather than staff members of national standards bodies. Six typical performance patterns of managers are described and then applied to IEC practice: the committee secretaries as well their TCs/SCs. The performances of these committees are known to differ in a wide range. Typical shortcomings in the secretariesÆ work are listed. The present account is intended to help to refine the selection process for TC/SC secretaries. Their efficiency is important for both the technical results of the IEC, as well as its reputation.
