Abstract: The “Learning Organization” (LO) concept has become so high-flying and so popular since its emergence. The main emphasize has been put on how an ICT based educational institution fulfils the requirements of LO. This paper is an endeavour to response the question that “Can ICT based academic institution become a LO?” By looking around, the external environment is changing so dramatically and it is effecting to all; humans, organizations, societies, governments and the world as a whole. This change has altered the way of living, communication, and business and even pattern of learning. Information and Communication Technology (ICT) is an aspect that is responsible for this change (Kinder, 2002) and this ICT revolution has boosted enormous challenges for organizations.
