Abstract: To find out how empowerment and community participation in the development of the State. The writing method using library research. From the discussion, it can be concluded that the empowerment and community participation in development could provide direction attainment targets and development goals optimal and sustainable society. A clear direction can serve as the basis for controlling and evaluating the success rate.
