Abstract:
Civil servants are the souls of a country where the concept of good corporate governance is reflected in the performance of civil servants itself. Optimal performance can only be realized if there are no disruptions in the form of human resource issues such as competence, job placement, organizational culture and leadership and payroll mechanisms that generally occur in public sector organizations. A case study approach has been selected to accommodate in depth and holistic study. Research data has been collected from Mimika Regency Development Planning Agency, between January-March 2017. Realizing a good civil servant can be done with efforts to develop human resources both quality and in a behavior manner, and also address the emerging human resource issues.
