Abstract: This paper models the inter-organizational network in operation during emergency response to the Great East Japan Earthquake and Tsunami (GEJET) 2011, by using Social Network Analysis (SNA). Furthermore, it observes partnership innovation and analyzes in its significance inside the network. Lessons learned from the disaster emphasize the importance of partnership in emergency response as a strong basis for creative recovery.
