Abstract: "A study conducted from 1994 to 1996 in the new federal states concerning the training of young disabled people shows the amazing structural achievements in the field of occupational rehabilitation, but also the main problems and the approaches for further development. Both national and local institutions for occupational rehabilitation have been opened. Training was successfully commenced under provisional conditions as early as the development stage. This was made possible mainly as a result of the high level of personal commitment and the involvement of the training and care staff. Only in exceptional cases did the employees have any previous experience with the vocational training and support of the disabled. The demand for an increase in the number of offers of further training in the educational and psychological fields is typical of the need to catch up in these areas. The issue of the spectrum of training occupations in the vocational training centres for the young disabled and other occupational rehabilitation institutions includes considerations and decisions arising in connection with economic and technical developments not only now but also in the future in both the old and the new federal states. A particular problem in the new federal states, on the other hand, is seen in the strong increase in the number of training regulations in accordance with § 48 of the Vocational Training Law and § 42b of the Handicrafts Regulation Act which are below the level of recognised training occupations. In connection with this there is a demand for a reversal of these regulations in favour of a more detailed differentiation in the offer of recognised training occupations."
