Abstract:
"In this paper a model project, the Mannheim Employment Agency (Mannheimer Arbeitsvermittlungsagentur - MAVA), which was subsidised by the Federal Ministry for Labour, is examined using matching methods. In the MAVA, employees from the social assistance office and the employment office work closely together on the placement of social assistance recipients who are able to work. A key characteristic is a more favourable personnel ratio between administrative assistants and assistance recipients relative to the social assistance office and the employment office. A comparison of the MAVA group with a control group which was formed later and was confronted by a less favourable personnel ratio within the same local labour market, leads to two findings: firstly it can be seen that the probability of placing assistance recipients who are able to work rises drastically. Secondly it was not possible to determine a clearly greater permanence of employment relationships when these were concluded." (Author's abstract, IAB-Doku) ((en))
