Conceptual Bases of Forming Strategic Grain Reserves in Ukraine

Abstract:
The Article proposes new interpretation and deeper perception of the essence of strategic grain reserves not only as food stock but also as a tool to diversify the state reserves and one for diverting financial resources from the virtual to real sector economy. Such reconsideration enabled developing scientific and regulatory grounds of creating strategic grain reserves in Ukraine. Theoretical grounds for the idea of strategic grain reserves creation in Ukraine has been supplemented with the generalization of the unique historical base knowledge in physical economy. The concept of UN strategic grain reserves fund creation in Ukraine and under its participation has been grounded. The actuality of such idea realization proceeding from the balance between production and consumption has been proved. The prospects for grain production in Ukraine in line with the 'Grain of Ukraine' sectoral programme implementation has been analyzed within the fulfillment of the national action plan of the President of Ukraine 'Prosperous Society, Competitive Economy, Efficient State'.
