Development of Treasury Service for National Economy Agricultural Sector

Abstract:
The national economy agricultural sector development today is one of the key areas of the state support. Treasury servicing of budget funds intended for the support in agricultural sector is rendered by the State Treasury Service of Ukraine. This article deals with the study of current state treasury services in agricultural sector of Ukraine. In particular, the distribution and dynamics of the expenditures of the State Budget of Ukraine in financing public services and institutions in the field of agriculture has been analyzed. Substantial reduction in amount of funding has been observed and the appropriateness of the state support treasury services in the agricultural sector of the national economy has been grounded. The main weaknesses and ways to improve the budget programs of agricultural development have been highlighted. According to the author, one of the main problems of budgetary policy within the agricultural production support is a certain inconsistency of directions and amounts of funding to the agricultural policy objectives as well as low indicator of the industry budget support efficiency. Besides, regional specifics and terms of financing budget programs are not taken into consideration.
