Foreign Debt of Ukraine as a Factor Affecting Economic Security in the Age of Globalization

Abstract:
The article assesses the state of the external debt of Ukraine as a determinant of economic and national security in the current conditions of globalization changes, and makes suggestions for improving the diagnosis of the debt security. Analyzed are the dynamics of public debt in some European countries and in Ukraine. Systematized are scientific approaches to determining the economic substance of the concept of 'public debt'. It has been found that the external debt of the country in economy globalization is one of the significant exogenous factors affecting the economic security of the state. Determined are the criteria of constructing a system of diagnosis of debt security, methodological tools assessing debt burden and the impact of public debt on the socio-economic situation of the country and its economic security. According to the author, the debt security monitoring should be carried out by the algorithm, which, in case critical levels of debt burden indicators are exceeded, would automatically switch on the specific protective measures that ensure a balanced policy of internal and external borrowing.
