Abstract:
The purpose of the article is to estimate and substantiate the need in government regulation of investment-innovation trend in development of animal-breeding sector on the basis of clustering policy of the companies in domestic agro-industrial complex. The need is substantiated in government regulation of agriculture and its animal-breeding branch on innovation principles. The volumes of innovation cost financing in agriculture are analyzed and their structure is calculated per sources of funds for scientific and scientific-and-engineering work. With the help of the trend analysis the rates of innovation activity financing are predicted for the period till 2019. Cluster approach is proposed for organization of agrarian production as one of the most efficient ways to raise innovation activity in the field of animal-breeding. Cluster formation and development in Ukraine is analyzed, cluster policy problems are elucidated, factors are disclosed which hinder the implementation of innovation cluster model of animal-breeding development. On the basis of analysis of experience in cluster set-up in economically developed countries, the trends are defined for government regulation of agro-industrial complex innovation cluster development on terms of synergetic effect.
