Institutional Architectonics of the State Anti-Crisis Regulation of the Ukraine's Agrarian Sector of Economy

Abstract: The article is devoted to the substantiation of the necessity of using econometric models for diagnosing the institutional environment of the Ukraine's agrarian sector of economy (based on the available empirical data of Ukrainian and international statistical institutes). The terminological apparatus was amplified with the system of complementary categories, in particular 'institutional blocking', 'biocenotism of the agrarian system', 'hysterium of the agrarian system', 'institute-driver', 'institute-blocker'. The standard and behavioral models for the development of the institutions of the Ukraine's agrarian sector of economy have been constructed. The directions of evolution of the institutes-drivers and institutions-blockers of sustainable development of the Ukraine's agrarian sector of economy (until 2030) were substantiated in the conditions of predictive change in the climatic and natural conditions of agriculture. The author's version of the new coordination model of the state anti-crisis regulation of the Ukraine's agrarian sector of economy was proposed. This model is based on an end-to-end system for the development, implementation, monitoring of programmed indicators for the realization of sustainable development through a number of agrarian direct regulatory institutions: the Ministry of Agrarian Policy and Food of Ukraine - the departments of agro-industrial development of regional state administrations - the regional state administrations and / or the association of territorial communities. Successful implementation of the model requires the preparation in the short term of a single legally fixed approach to the state determining the directions of reformatting the agrarian policy in general and the architectonics of its anti-crisis component.
