Abstract: General Management Customs in Mexico plays a pivotal role in international trade, given the rise of globalization in which economies are increasingly interconnected. A balance between trade facilitation and customs control are essential for a good external performance. The Customs Modernization Plan 2007-2012, defined three strategies: more efficient customs operations, increase compliance with the obligations of trade and national security. The aim of this paper is to review implementation of the main customs of Baja California, according to “Customs Modernization Plan 2007-2012. We wish to understand the balance between the trade facilitation and the customs control. Nine interviews were completed, three experts in customs matters, three operating sub-managers and the three brokers associations in Ensenada, Tijuana and Mexicali. We conclude that the Customs Modernization Plan 2007-2012 has not yet fully developed, Continuous changes are required since offenders are continually updated so they can insert o removed smuggled items into the country
