Abstract: This article discusses the relationship among innovation, business and regional development for Mexico. We identify main factors that determine innovation capacity in the firm, and investigate two emblematic public programs of support to the innovation of the company to show their relation with innovation and regional development studies. The programs examined are the Stimulus program to the Innovation of The National Council of Science and Technology, and Business Development Programs that manages the Ministry of Economy. The Results show differentiated impacts according to the size of the firm. Medium and large enterprise can use business management strategies for access to public resources. They rely on expert groups of specialized advisors, restructure of business organizations and access resources from public programs. They allocated investments in innovation capacity, but not small businesses. However, the public programs aimed at strengthening the company’s innovation capabilities have little coverage in small and micro-enterprises and do not modify existing patterns of innovation in Mexican business. Poor coverage of public programs, limited resources and complicated access procedures severely limits the incidence of public expenditure on the main factors that strengthen the firm’s innovative capacity.
