A MODEL FOR PERSONNEL MANAGEMENT: TEN COMPETENCES FOR POSTGRADUATE TEACHERS, UN MODELO DE PERFIL PARA GESTION DE PERSONAL: DIEZ COMPETENCIAS DEL DOCENTE DE POSGRADO

Abstract: This article explains innovative results in the management of teaching staff in Higher Education Institutions (IES). This work integrates an international map of profile requirements for the position of "university professor." Previous studies include policies, programs, federal regulations, manuals for categorization, recruitment, statutes and internal regulations that apply IES in Spain, Serbia Republic, United States of America, Botswana and Mexico. These studies also consider recommendations of the World Bank, OECD, UNESCO and UN and fundamentals of the EHEA. Starting from this definition of profile, competencies (abilities, skills, knowledge and behaviors) are designed that later help structure a profile model for personnel management. The model can be applied to any IES (or group of them) interested in supporting the management of teaching staff. We use objective parameters that are unified, measurable and consistent with international standards and sustained on scientific evidence. Their flexibility resides in fragmentation in units of competence and a range of coverage resulting from the individualization processes, functions and sub functions of personnel management, as well as the possibility of implementation by human resources department or executives in charge of design and implementation of policies and programs
