Abstract: In Mexico, the Micro, Small and Medium Enterprises (MSMEs) represent 99.8% of the total business sector, and generate 72% of employment. In a global scenario of intense competition Mexican MSMEs face the challenge of modernization to improve competitiveness and to maintain and / or expand their markets nationally and internationally. That's why in recent years the government has increased its interest in designing and implementing programs to support the consolidation and development of these enterprises in our country. The objective of this study is to analyze the institutional effectiveness of programs to support MSMEs in Mexico during the period 2001-2009.
